[ebxml-iic-conform] Possible "pared down" cppa schema?

   I was looking at the configuration data in the ebXML Messaging (2.0) 
Conformance Test Suite document, and
tried to create a "pared-down" version of the CPP/A schema, with the idea 
that it could be expanded to its full
size as we increase the capability of testing.
   What is nice about this is that we can use the original format of the 
CPP/A, and it opens the opportunity for
further testing in the future. Also, not restricting to name/value pairs 
gives us a lot more flexibility in the future as well.
