Title: revised test framework draft

All:

This is a (significant) update on the previous "test framework" draft I sent last week.

- better separation between general purpose functions and MS testing

- includes suggested changes regarding the components involved:

there is no "application test driver" anymore for interoperability testing: a single Test Driver component is used.

- message sending, at application level, is always controlled by the "Initiator" Service/Action, which reduces

dependency on MSH impl-specific API.
