[ebxml-jc] draft JTLT charter

Attached is the draft charter for the ebXML JTLT. The JC should select
three members for the JTLT.

I suggest that the qualifications we are looking for is good technical
knowledge of more than one of the OASIS ebXML specs, an understanding of
how the various OASIS ebXML specs together and how they relate to the
CEFACT ebXML specs. Also, the ability to represent OASIS TCs' interests
in meetings with CEFACT.

I've also attached Klaus' meeting notes, in the form of PPT slides.
