Closure of JC

This note confirms that, as discussed with the group, the ebXML 
Joint Committee has closed as of 1 January 2008, as part of our 
sunsetting of the former "Joint Committee" provisions of the OASIS 
TC Process.  However, the work continues in the related substantive 
committees:

Additionally, work is underway on an proposed OASIS technical 
committee for future maintenance of several of these standards, that 
might replace one or more of the above.  See
