[ebxml-msg] A recommendation for subject lines

Now that I've gone and set off a number of separate discussions with the
updated Requirements table, I'd suggest we avoid multiple replies with
the same subject.  If you could please change the subject to include the
issue(s) of concern, at least I would appreciate it.

Please also lop off the original table to reduce the size of your
emails.
