Hmmh.
The combination of XMLEncryption with XMLDsig was left unspecified in
2.0 but clear indications were made that we would take it up when
XMLEncryption became approved at some level. So, the taks is a post 2.0
one, but is not maintenance narrowly construed. I guess it is 3.0
requirements. [Do we have a 3.0 requirements list?]
