v3 Whitepaper

I'm not sure if Kavi will
actually send the notification as I requested, so here is a preliminary
outline for the v3 whitepaper discussed in yesterday's call.

I will roll comments, suggestions, etc., that are sent to this list
into future drafts.  Please review, so we can get this document
completed quickly.
