Uploaded an updated proposal with two proposed sections, one on ebMS MEPs (section 2 in proposal) and the other on Reliability Module (section 3).

Jeff: I can send you the Word version if you need it  - it is big (3Mb)...

(can easily be generated from the OpenOffice, SaveAs)
