Error in the ebms-header schema

The ebms-header schema "TimeStamp" element does not match the "Timestamp"
element in ebms_core-3.0-spec-pr-02. Line 1546 of PR02 specifies the element
as "Timestamp" - notice the lowercase "s". The schema line 92 specifies
"TimeStamp" - notice the uppercase "S". The schema should be updated to
reflect the specification.
