ISSUE: V2 Conformance Profile External Reference

The ebMS V2 portions of the V2/V3 Conformance Profiles require
features specified by "UCC/EAN Basic Reliable ebXML Messaging v2.0
Interoperability Testing, 2002."  We need an accessible reference to
this document in order to understand exactly how to meet its
requirements.  Will UCC/EAN (and/or Drummond Group, if coauthors)
release it to us?
