Seeing that this is a recommendation only I would propose changing "CharacterSet" to "encoding". This also consistent with Extensible Markup Language (XML) 1.0 (Fifth Edition) - section 4.3.3 Character Encoding in Entities. This would only affect section 3.1 and appendix A.2 of the AS4 Profile
