Hi:

I feel a bit of a latecomer to the debate...

 

Looking at the various documents (some of which I was involved
with – notably on the EU eID strategy and roadmap – when I was still
working with the Austrian federal Chancellery with Prof Posch and others),
there is one area where I think that the OASIS eGov Member Section could have a
role to play.

 

In the European Commission’s eId roadmap there is an item “Personal
Data Ownership Model” – which raised the idea of making personal
data available as an SOA-style “data service” – instead of
personal data being copied (and sadly, lost) between services, make it
available through secure brokered services, on demand, and according to
properly authenticated requests (hence the link back with eID). The item is
continually flagged up, both within the STORK project and in the Commission
roadmap, but to date there doesn’t seem to be anything moving forward.

 

I wrote a paper on the issue at the time, available at: www.pensive.eu/uid/0081 along with a

that I used in several presentations on the issue.

 

Furthermore, as the STORK presentation makes clear, it is not
just secure ID for individuals but also for businesses, that is at stake. As a
company, we are interested in sharing key company information assets when needed
(for example in tending procedures) but we are uncomfortable with the ease with
which electronic copies of key company data are circulated and stored. Such an “on
demand” model would also satisfy these concerns (as well as being more
secure and efficient).

 

One idea floated has been to establish an OASIS TC to propose a
standard for this (either scoped more broadly to bring on board more people
concerned with data services more generally; or specifically on personal data
services), that could subsequently serve as input to (and satisfy a requirement
for) the eID roadmap and the STORK project in particular. A number of larger OASIS
members expressed interest in taking this further (we even drafted a “strawman”
charter, www.xmlbystealth.net/file/232.doc)
but we lacked a “champion” – maybe the eGov MS could help?

I was aware of STORK but had, in my own mind least, separated it from

the (SAML focused) Common eID specs because I thought STORK was in

effect a test of PKI/digital signatures across member states (very

useful though that is for some states and the way you guys deal to the

business/trust issues will be valuable everywhere).

I may have a completely uninformed perception of STORK so please set me

right if I am off the mark.

As you mentioned Common eID specs:  Last month an European Large Scale

Pilot "STORK" has been launched ( http://www.eid-stork.eu/
). In this 3

year experience 13 EU Member States plus Island will test

interoperability of their eID / Identity management. This shall also

result in Common Specifications (first versions by 2009) that will be

implemented and tested in several cross-border applications.

Given that 14 States are involved this might have some impact - at least

in the EU.

(Useful links too John, thanks!  I cant seem to get any response from

John Seimen on the Common Specs for eID interoperability so if you have

any influence there I'd most appreciate it)

I'm not directly involved with the NZ e-GIF these days although the

group of Authentication standards I work on are e-GIF standards.

It has been ticking along but the challenges remain of keeping it

updated and relevant, developing a registry/repository of any local

profiling of schema fragments, namespaces etc, and governance.

As far as Australia is concerned see here:

In answer to your question I can give you the UK situation but you know

that already.  However what may be of more importance is what the EU's

CAMMS project comes up with.  Have a look at the project details at

http://ec.europa.eu/idabc/en/document/7407
.  This may change some

current practices so one to watch for the future.

You might also watch for the publication of the draft of the EU's EIF v2

next week on the IDABC site.  That may impact/change some current eGIFs

Hi all,

I am being commissioned to do some work that fits in exactly with Goal 1

in the work plan. This is to review interoperability frameworks

world-wide, and produce a framework for a specific developing nation. I

should probably wait for contracts to be in place before naming the

country. I would also like to publish the result of the review through

this member section, but that will again depend on the terms of the

contract.

I am very familiar with the UK e-GIF and the current work on the

Cross-Government Enterprise Architecture. I have also looked at the NZ

version. I would be very interested to be pointed at other frameworks

that people think worth reading. We all know that Governments only

publish the good news, so I would also value "warts and all" opinions
of

them since the views of people who have used them are the most valuable.

In the light of experience, what would you do differently if you were

doing it again? I can put opinions in anonymously if preferred and

people are very welcome to see what I write before I publish. Even

opinions that you do not want me to publish at all are helpful in

avoiding re-inventing the square wheel[1].

Once I am a bit further down the road, I will ask some questions that

might stimulate some discussion and make this list more active. In fact

here is one to start: to what extent are the standards that are mandated

by Governments driven by best practice, and to what extent by vested

interests?

All input welcome, either via the list or direct email.

[1] Those in the UK will know that Austin got there first with the

Allegro, which had a "quartic" (square to you and me) steering wheel.
