Things to do - Domain Model

Hi all,

	This is where we describe the different voting systems, the process in
detail, the scope of this effort et al. The descriptions and definitions
could be brief and can point to other resources. Diagrams, pictures (of
ballots) and system flows should be non technical so that they are easy to
comprehend.

	We need an owner for this document.
