Obviously that statement is true, when applied to an election compain "in
general". At the same time, been able to identify an individual voter does
not necessarily mean that the voter's identity is referenced by a vote or a
ballot token. It may, or it may not. And even if it is referenced by a
token, the type of the "identity" may not necessarily be the person's real -
i.e. name/surname - identity.
