Comments on EML 4.0 specification.

Just FYI that the comments / suggestions I posted
last week on the EML 4.0 committee draft doc' are
now visible online.

Suggest we work these ahead of the March meeting - I think most are easily
covered - and then any that require more discuss we can cover then -
