Hi John,

CAST (a Darmstadt based association that is active - mostly in the form of
workshops - in all aspects of computer security) will hold a workshop on
electronic voting on October 17, 2008, cf. bullet point 2 in the announcement
below. Maybe this is of interest to some members of your TC. (The workshop
language is sometimes German, sometimes English, so non-German speaking
members need to contact the organizers - if they know about non-German
speaking attendees, then they will make sure that the workshop is held in
English, I guess.)

As you can see in the speaker list for the September workshop, CAST typically
manages to get representatives of relevant players from academia, the public
sector as well as from the commercial sector as speakers. I am familiar with
CAST since my former research group at Darmstadt University of Technology was
involved when CAST was
 founded.

 WORKSHOP: Biometric Border Control and
              Federated Identity Management am 11./12. September 2008

Multibiometric reference data in sufficient quality is used within Europe
and beyond to verify the identity of persons at borders against the claimed
identity within biometric (travel) documents and/or identifying criminals
in certain real life scenarios. Different application scenarios demand for
high reliability of verification and identification. Thus multimodal high
speed biometric systems are needed. Within the workshop the impacts and
possible scenarios for border control is addressed to identify current
possibilities, drawbacks, and future development of biometric systems in
border control processes. In this con-text the state-of-the-art research in
2D and 3D face
 recognition approaches is discussed.

While electronic identity theft becomes an increasingly pressing problem,
which according to the Identity Theft Resource Center causes an annual
damage up to $55 Billion for businesses and consumers, there are many
national and domain specific approaches for more secure identification and
authentication using electronic identity cards for example. These
approaches however do not yet seem to be applicable in cross domain
business processes and hence may fail to solve the electronic identity
theft problem in a global perspective. Therefore the workshop discusses
methods and systems for secure identity management with a special emphasis
on aspects arising in cross domain scenarios.

2.) ANKÜNDIGUNG:  Elektronische Wahlen und Wahlmaschinen am 17.10.08
---------------------------------------------------------------------
Elektronische Wahlen sei es in Form von Online-Wahlen oder Wahlgeräten 
werden mehr und mehr diskutiert. Die schnellere und wohlmöglich auch 
exaktere Auszählung bei komplexen Wahlverfahren, das Sparen von Druck- und
Versandkosten sowie die Möglichkeit, dass nun Menschen mit Behinderung ohne
Zuhilfenahme Dritter oder weit entfernt lebende Auslandsbürger ihre Stimme
abgeben können, reizen viele Wahlveranstalter über die
 Einführung
elektronischer Wahlsystem nach zu denken. Neben den ganzen Vorteilen, die
solche Systeme auf den ersten Blick bringen mögen, tut sich derzeit aber
auch eine Front der Gegner dieser neuen Technologie auf; ihre Argumente wie
fehlende Transparenz oder einfache Manipulierbarkeit erhalten nicht zuletzt
durch die Dezertifizierung der NEDAP Wahlgeräte in den Niederlanden neuen
Auftrieb.

Wahlen gibt es aber auch auf anderen Ebenen, so sollen in dem Workshop die
Herausforderungen verschiedener Wahlen diskutiert werden, beispielsweise
für Betriebs- und Personalratswahlen aber auch für Sozialwahlen sowie
Wahlen an Universitäten und in Vereinen. Ein weiterer wichtiger Punkt wird
die Interdisziplinarität sein. Dass heißt das Thema elektronische Wahlen
soll neben den technischen Aspekten vor allem aus juristischer,
soziologischer und politischer Sicht betrachtet werden
