ACCURATE calls for VVSG v1.1 to require EML

I'm still not perfectly happy with how our argument came out, but you
can see that we explicitly call for the EAC's VVSG v1.1 to require
ballot definitions, event logs and results reporting be exportable in
EML v5 or later (and nod to v6 being ready by the time they adopt the
VVSG).  Comments welcome:
