Assuming the Use Case gets the thumbs up, which seems very likely, how quickly can we turn this into a draft EML 6.1? Would be good to have something in advance of the NIST/P1622 workshop in Feb if possible. Thoughts?

This is very helpful. Quick thought is that the EML 440 vote count can be easily used here for audit count detail capture - recording the hand audit determinations - essentially the process is a re-vote.
Then the 510 and particularly the 530 would be the formats for the reporting of results to public for statistical determinations.

The IEEE P1622 group has a meeting scheduled today, and I've sent in
(and attached here) a "use case" for the flow of auditing data from
local jurisdictions to state-wide audit coordinators and back and
forth. (I find deadlines so very helpful :)

It is described in general terms since that group hasn't yet committed
to EML, but I've tried to incorporate the helpful feedback I've gotten
from here also.
