Will Upload First Strawman Draft Tomorrow Morning

Hi Everyone,

I will upload a first strawman draft of the spec tomorrow morning as
early as I can. It will not have a Conformance Section, but I should
have a version of the rest.

I will also upload another document that contains an example of two
ways to format a non-normative-informational Rules section for
processing rules that pertain to each exchange partner system and
element.

I use one of these for the more complete document, but
switching/adapting will be less work and take less time than waiting
for a group decision on whether the section is important enough to
do, and if so, how it should be done. Also, since I don't have the
FEMA IPAWS PMO suggested prioritization of non-normative material, I
am just including everything. There WILL be a request for some more
definitive word on processing from the CMAS and HazCollect folks, but
the final will certainly be less than this first draft (hopefully!)

I will have notes with the upload that should be read before scanning
through the document to make sense of the things I have flagged for a
bit more attention.
