Any changes made from the last post have been documented and agreed.  There are editorial comment bubbles where topics are to be discussed in the meeting.  There will be additional discussion noted in the posted agenda.

 There were also updates in this version to:
 1. add the SC members to the acknowledgements
 2. remove the empty non-normative appendix
 3. remove unnecessary highlighting
 4. re-ran table of contents

 There is information on the front page that is yet to be added.  The control document revision history will begin with this document unless the front matter responses from tC admin are received prior.  If received, they will be incorporated and then document control with the revision history will begin.
