CAP event list

The CAP event list was discussed at the last CAP SC meeting on Oct 14, but there were a number of questions regarding the intent and goals of this list.  Prior to the meeting tomorrow, details below, if you have some ideas/suggestions on this issue, please send them to the email list.  I've also created a JIRA ticket to track this issue.
