<size> matters!!!!!
The current size element applies only to non-XML content.  What if the Content were an XML structure such as CAP 1.1 which itself can contain non-XML Content?  How do we handle the size issue for its contained non-XML content.  Does this call for the size tag to be moved to the Content Object level, rather than applying to non-XML content only?
