This is a work in progress. It attempts to re-organize a few things and add extensibility in a simple manner.

 As I prepared to submit this I began thinking about the ValueListExtension and that I may be duplicating/replacing something that a lot of thought has already gone into. Perhaps the approach for extension that I have added should be transitioned to be a ServiceListExtension.

 NOTE: I still get a xerces validation error in spots on this one.
