Schema / Data - Questions/Discussion Items

Some loose questions to think about with respect to HAVE 2.0 and where we are taking it.
The ListExtension data type, used heavily in the RIM and SITREP EDXL types may apply here. The question to me is where?  When I look at the basic lists like Services Offered for example, a simple URI for the "taxonomy" and them name/value pairs seem to suffice. Do we need the extra information that is available by using the ListExtension type here?  What does the <ReferencedList> do for us? It appears to indicate where we are using ListExtension in the schema, but it is part of the ListExtension schema element. Perhaps I am just not understanding it.  StatusType - we need discussion on this concept that I created.
There are a number of "TODO" items in the schema itself (copy attached) that could use further discussion as well.
