Folks - I have attached a zip that includes the Schema, an oXygen (my Mac-based XML tool) project, and some .txt files.

All of this (barring some ignored files and folders) is available in the OASIS EM TC Subversion repository at: https://tools.oasis-open.org/version-control/svn/emergency/

I managed to find a day (today) to work solid on the schema. With the new Extension concept that Brian has created I managed to clean up a ton of the confusing parts of the schema. This allowed me to step back, take a look at the overal structure, and then I did some more (MAJOR) refactoring. This refactoring is major from a schema perspective but I believe it is very much in line with our discussions. It simplifies things substantially.

There are still some big (no longer HUGE) items to discuss. They aren't effort heavy though, and I look forward to knocking them off really quickly.

Major Tasks:

Create the Default lists - awaiting working examples on the TEP side from Brian to guide my work here.

DECIDE on some major structure items (e.g. use xPIL addresses or not - they are quite odd to be blunt).

Start creating specification document. (OK - this one may be effort heavy).

Validate against HAVE1.0 to make sure we haven't lost something.

Compare against historical notes in the HAVE SC document library to make sure major concepts aren't missing and/or broken.

There are lots of minor efforts too but I think things are looking pretty good and we are really close to going broader.
