CAP over Jabber

Friends -

This just in... a effort to use the Jabber (aka XMPP) 
instant-messaging protocol as a transport for CAP alerts:

Jabber is an open-source, XML-based IM technology that's being used 
in the CAPWIN project in the DC area, and several folks have 
suggested that it might be one good option for CAP transport.
