I appreciate you starting this thread for us.


My $.02 This captures it for the most part, with some further
discussions needed.


Suggestions:


4. messageFormat (e.g.IANA mimeType, 1 or more).


5. recipientAddress (I think we need
to look at this some more... since I was thinking of this more along
the lines of targetRecipient or recipientType  (public, ics [folding 9.
into this category], more? but definitely encompassing NIMS
specifically).


Two quibbles out of ten, suggesting bringing it down to 9 but I
could live with this.


Regardless, I will work from my notes in building the minutes and
we can all have a whack at adding our own $0.02 in this thread.
