Here is version 6 of the draft specification with only a minor change to
provide a recommended default value for the DistributionType

Document Description:
This is the version 6 of the draft DE 2.0 specification which is kept in
sync with the version 6 of the Issues List. The only change to the draft
spec since version 5 is the addition of a default value for
DistributionType, since the other changes were already made.
