Please review this document prior to the next EM TC meeting and be prepared to vote on whether to recommend it as a committee specification draft, subject to any specified changes.  This document is the latest working draft of the Distribution Element 2.0 and is recommended by the IF Subcommittee to the EM TC for its recommendation to become, with OASIS approval, a committee specification draft.  This will allow the document to move forward for public review.  This latest version has all changes accepted, including cleanup edits from the last working draft. Thanks.
