Revised CAP Requirements Draft

Friends -

Here's a revised draft for discussion, incorporating several folks' inputs.

Remember that the full TC will be meeting tomorrow (Tuesday) at 12:30 
Eastern time, with the Notification SC picking up as soon as they're 
done, nominally at 1:00.  Unless it's the other way 'round... I'm not 
totally sure... but anyhow, let's all show up at 12:30 and see what 
happens. ;-)
