Eylsa,

During this call, a new debate ensued around the need for Acknowledge,
Update, and Cancel as individual RM messages.  Request this be added to the
agenda for the next TC call to validate the decision and justification.

You'll recall that the submitted specification defined that the DE Message
Type will handle these requirements.  In San Francisco, the committee
decided to apply these as there own RM messages, but the reasons have
become unclear.  The subcommittee determined that this is in fact a DE
function, and would like to put this back on the table for decision.
