I suggest a couple of clarifying changes.

Change:

The fact that the TC is working on a CAP-EAS Profile specification and may
work on a CAP-Canada Profile needs to be factored into the decision in light
of the fact that we may be creating a CAP version that could face adoption
hurdles due to the profiles and the public education necessary to promoting
adoption

to:

The fact that the TC is working on a CAP-EAS Profile of CAP 1.1 and may work
on a CAP-Canada Profile of CAP 1.1 needs to be factored into the decision in
light of the fact that we may be creating a new version of CAP that ...
