The attached is updated to include candidate elements needed at each
ReportType level, for discussion and decisions.  After struggling a bit I
found that the group is needed to refine that level.  My suggestion is to
first review each "ReportTypeHeader" and make adjustments before engaging
use cases.  Please see two sheets/diagrams:
