Issue with edxl_xPIL

I found an issue with the files referenced in edxl_xPIL:

·         Those schemas reference xlink and so does our gml profile – this causes a double-definition error

·         Turns out our edxl_xPIL profile doesn’t use xlink so this is easily resolved by commenting out

·         I have made this change and uploaded the fixed set of files to the RIM group with this filename: edxl-ct-v1.0-wd03_DPM_CIQFix.zip

·         I have also added additional documentation to the schema header
