DRAFT minutes of the RIM 9/24/2009 telecon.  Dave Ellis summarized key
points from his paper "Emergency Management Routing Concepts"
noting the significant challenges of routing when an event impacts
adjoining or overlapping jurisdictions. Rex summarized RDF can represent
meaning and provide a more flexible and appropriate representation of
policies referenced by and used with ValueListURN.s  Together, RDF and
ValueListURNs can begin to represent and integrate the policies in a
complex, overlapping jurisdictional setting.
