This shows the start toward incorporating David Ellis's deployment diagram.
It only shows the start from the bottom up of issuing a CAP Alert using
EDXL-DE. The names of political entities have been made a generic and
non-specific as possible even though the scenario needs to be clear and
specific. We are, after all, working on an international specification. The
lowest level is modeled more completely in the other image being uploaded
today: a local level use case.
