Description
This Working Draft 10 version of the Distribution Element 2.0 proposes  adding support for  Layers  to the EDXL Common Types
 and to the DE 2.0.  A  Layer  is a set of name/value pairs that allows  users to extend the DE 2.0 with community-defined business data.
