I am/OASIS/TC already moving CAP into the ITU-T SG 17.
AN ASN.1 module has been added to it.

Yes, agree other TC could be involved here.
In particular, there is a need to have WS-Security as an ITU
Recommendation.
I agree, we may need a broader call here.
