[emergency] Updated Alert Message Format Draft Posted

Friends -

Just FYI... the Common Alerting Protocol (CAP) Working Group has 
posted a data dictionary and an object-model diagram for the latest 
draft of the CAP alert message format.  The version 0.7 documents are 
online at:

An XML schema for the new format is in the works.  Meanwhile, work on 
refining the format through a combination of expert analysis and 
field demonstration continues.  Information on the Working Group's 
open discussion email list appears on the webpage.
