Subcommittees Now Ready

The subcommittees are now ready. I sent a quick note to the Chairs to
get them started, so expect them to be setting up meeting information,
uploading documents, etc. If you are interested in joining one of the
SCs, then you will need to follow the links on the main EM TC page and
then join the SC via their respective pages.
