SOAP Resource Representation Header

Some time ago, Eliot Christian and myself had an off list discussion
about using CAP in situations where the receiver would not be able to
resolve URI's to external resources (e.g. sending alerts via text
messaging, etc.) Possibly solutions would be to include the resource
data in a SOAP header (identified by its URI) and then the client could
either use this or access the resource directly.

There is a now a recent W3C draft at
http://www.w3.org/TR/2004/WD-soap12-rep-20040428/ describing such a
mechanism.
