CAP V-1.1 ready for TC vote as Committee Draft

Document Description:
This document is the version 1.1 CAP specification that was submitted to
the TC from the Messaging Subcommittee with some additional wording added
at the TC level.  The document is ready to be voted on as a Committee
Draft.  That vote will occur during the regualarly scheduled TC meeting
3/8/05.  There will be two votes, one to approve this document as a
Committee Draft and another to submit it to OASIS for 30-day public review.
