I think that's right... CAP 2.0 should mostly be a matter of 
recasting the CAP message structure in the EDXL/NEIM semantics. 
Meanwhile the work continues in 1.x on refining that underlying data 
structure in the light of user experience.

Nor do I expect the semantic changes at 2.0 to be overwhelming, since 
the CAP semantics were added to the GJXDM back at about CAP 0.7 and 
have changed only modestly since then.  But some adjustments may be 
required to avoid namespace collisions in the larger context.
