URN Namespacing Policy for Implementer's Guide?

Hi Folks,

In thinking about the recent events with the CAP 1.0 URI, I think we 
should spell out a recommendation that implementers use the URN for 
namespacing with a local url for local copy of the .xsd document on 
their own servers.
