Message Status

The "Message Status" element is defined as "the actionability of the 
message".
Values include: Actual, Exercise, System, Test

Q1: The current definition implies behaviour but we do not define what 
should/could
be done for any of the values - except for "test" (where we can discard 
the message)
Do we need to define such behaviour? For example, if the value was 
"Exercise" what is
difference to consuming applications if the value was "System" ?

Q2: The definition may be better expressed as simply "the status of the 
message"
removing "actionability"?

Note: CAP 1.1 seems to have a better definition for this element.
