URI and derefURI

The URI element and the derefURI element (in the Content Object) are 
dependent on each other.
If the URI element is an absolute URI (pointing to an external 
resources) then there
is no derefURI element. If the URI element is a relative URI, then it 
names the file that
will be in the derefURI element (as based64 encoded).

Q1: Do we need the relative URI at all? Ie: We could say that we EITHER 
have an absolute URI
(in the URI element) OR we have base64 encoded content in the derefURI 
element (probably
with a better element name)
