David,  The scheduled calls for today are for the GIS and Messaging
SCs.  If those chairs do not have pressing agenda items, they could
provide time for this discussion.  Alternatively, we could discuss
this at at the following those meetings.  We need to find a home in
the TC for these discussions.  I have not seen any discussion on the
list as to how the membership wants to address this issue.  We do
have this topic on the agenda for the full TC meeting next Tues.
