EDXL DE/RM Dependencies

Here is one example of my concerns about the dependencies between  
EDXL DE and RM.

The DE supports types of messages such as: Report, Update, Cancel,  
Request, Response, Dispatch, Ack, Error.
(the distributionType element)

The RM Requirements document describes a number of scenarios for  
requesting/responding/dispatching resources
(which are covered by the distributionType element values above).
However, the  RM Requirements also talks about Ordering, Confirming,  
and Declining resources.
These are not covered by the distributionType element.

Does this mean that we:
1) Update the DE
2) Have a hybrid where some message types are defined in the DE and  
others in the RM
3) Have all the messages types in the RM (and ignore the DE)
