	Reading some of the other followup articles on this failure, it turns out to have been GIS related.  The issuer selected several polygons to be alerted but because they overlapped the vendor's software didn't send anything out.  Nothing is said about CAP/EDXL but if CAP was being used by this system it would clearly not be in compliance with the standard's support of multiple areas.
