Groups - EM-TC Telecon - CAP Identifiers added

The CAP Profiles SC has completed their work and voted the CAP V 1.2 IPAWS
Profile out of the SC.  It is now available for the TC to review and links
have been posted on the site.  The review is to determine whether any
substantive changes have been made and for a second purblic review.  Please
review the posted documents and be ready to vote at the 8/25/09 meeting. 
We will need a quorum of voting members.
